Russia continues facing the mass problems with receiving the phytosanitary certificates for agricultural products, which slows down the products exports. Both oilseed producers and traders face the losses, declared the Director at the analytical center SovEcon, Andrei Sizov.
If there is no certificate, then there is no export, and one will not be able to pass the customs clearance. The export trading of oilseeds is a big business, with the annual turnover of more than 500 mln USD. The fact that some shipments are still in progress means that they are the shipments which export certificates were just received previously. But there is no official ban, and no other information. SovEcon considers that the authorities imposed some type of hybrid ban — it seems like it is, or not. But in fact, agrarians and traders are already suffering the real losses, A.Sizov said.
Also, A.Sizov appealed to the Ministry of Agriculture and the Federal Service for Veterinary and Phytosanitary Surveillance (Rosselkhoznadzor) to explain in public what is happening on the market, and whether there are any export limitations.
As a reminder, the authorities recently reported about the absence of any problems with the phytosanitary certificates of grains only, he added.
